REACH Regulation: addition of seven phthalates to the List of Substances Subject to Authorization

In December 2016, a majority of EU Member States voted to approve the addition of the following seven phthalates to the List of Substances Subject to Authorization under REACH Regulation: diisopentylphthalate, 1,2-benzenedicarboxylic acid di-C6-8-branched alkyl esters C7-rich, 1,2-benzenedicarboxylic acid, di-C7-11-branched and linear alkyl esters, 1,2-benzenedicarboxylic acid, dipentylester, branched and linear, bis(2-methoxyethyl) phthalate, dipentylphthalate, n-pentyl-isopentylphthalate.

EU Member States voted in December 2016 to approve the addition to Annex XIV of the REACH Regulation of these following phthalates:

- Diisopentylphthalate (CAS: 605-50-5);

- 1,2-benzenedicarboxylic acid di-C6-8-branched alkyl esters C7-rich (CAS: 71888-89-6);

- 1,2-benzenedicarboxylic acid, di-C7-11-branched and linear alkyl esters (CAS: 68515-42-4);

- 1,2-benzenedicarboxylic acid, dipentylester, branched and linear (CAS: 84777-06-0);

- bis(2-methoxyethyl) phthalate (CAS: 117-82-8);

- dipentylphthalate (CAS: 131-18-0);

- n-pentyl-isopentylphthalate (CAS: 776297-69-9).

The addition of these substances to the "authorization list" implies that an authorization is necessary to use these substances. This decision will entry to force in 36 months (December 2019).

Before this vote, four phthalates were included in the Annex XIV of the REACH Regulation: Benzyl Butyl Phthalate (BBP), Di(2-EthylHexyl) Phthalate (DEHP), DiButyle Phthalate (DBP) and DiIsoButyle Phthalate (DIBP).
