Edited on 12/09/2016
Summary:
On 10 November, ECHA recommended the inclusion of dihexyl phthalate (DIHP) and the isomeric mixture of dihexyl phthalate in the Annex XIV of the REACH Regulation.
News text:

Dihexyl phthalate (linear isomer, CAS: 84-75-3) and the mixture of isomers of dihexyl phthalate (linear and branched isomers, CAS: 68515-50-4) are plasticizers for PVC classified as reprotoxic 1B and SVHC (Substance of Very High concern). These two substances were identified by ECHA as priority substances to be included among the substances of the Annex XIV of the REACH Regulation.
Issued on 10 November 2016 and following a public consultation, the ECHA recommendation will then be submitted to the European Commission, which will decide whether or not to integrate these two phthalates into the list of substances in Annex XIV of the REACH Regulation. This annex lists substances for which authorization is necessary in order to place them on the market of the European Union.
